The problem is not which config file you use. Of course for ipv4 is
ipf.conf and for ipv6 is ipf6.conf.

On solaris 10 and the bundled ipfilter (4.0.2) ever with a ipv6.conf
file you cannot have rulesets. Sun have disabled them..for some
reason(dont know why).
This info is on their Solaris 10 IP manual on docs.sun.com

PS: With ipfilter  3.x ipf6.conf works great.
