I've seen this discussed more than once in relation to doing it with
FreeBSD. Indeed the FAQ for FreeBSD
(http://www.phildev.net/ipf/IPFfreebsd.html) talks about doing this:
It is possible to use IPFW and IPF together, e.g. using IPFW for
dummynet and IPF for filterning and NAT, see below.
