You can get from here (tested 1 minute ago) http://www.securitymap.net/stm/tools/Firewall/ip-fil3.4.8.tar.gz and applying  the patches (from coombs site) reach the 3.4.10 release needed. Mordechai T. While there are all kinds of patches and old versions present, there isn't a 3.4 base release or a patch to get to 3.4 base from a previous version. patch 3.4.1 refers to ip_fil3.4, so I think I need that one, or a patch to get from an even older version to that.
