Use the aptana plug-in for eclipse http://www.aptana.com/. It's good and under constant development, and improvement. There is some direct support for iPhone. It has a unified HTML-CSS-JS environment, and other's such as ruby on rails (radrails) can be added on, to give you a complete development toolkit.
I've been using radrails for about a year, and Aptana for a while as well.
