Take a look at http://groupaware.mobi/iphone/longpage.html

The author here sets a fixed 'top' and fixed 'bottom'. I'll have to
revisit his code.. I just couldn't for the life of me figure out why
my elements aren't showing up on one page as they do on another... I
literally copy/pasted the CSS.
