To develop a web app you could kinda get by with Safari for Windows.
If you want to develop a native app, then you definitely need a Mac.
If you want to develop against the orientation API (tilting, shaking,
etc.) then you need a Touch or iPhone.

Developer forums as this list is for web development topics related to
Mobile Safari.
