You can't copyright look and feel. And Apple probably want you to closely emulate the UI anyway. You might want to check out their Safari web dev docs and HIG (human interface guidelines). Apple has always been a bit religious on this stuff and this results in a more consistent user experience. UX and UI designers recognize the need for consistecy, user forgiveness etc and web apps are no different. This has been an issue for Android developers (consistent UI).

The Apple web dev environment is open and you can copy the ui to your hearts content. You can even get lots of code from Apple. You can install Dashcode if wishing to dev web apps specifically for iOS. ( on a mac or a virtual machine).

The list tags are still kosher. You just control them with CSS.
