In case anyone is interested, I created a very basic Xcode project called "base". It provides two uiwebkit views, one for the toolbar, one for the body. Just drop your HTML on XCode, tweak a few settings, and compile. More detailed instructions are on the page.
http://www.joeldare.com/wiki/base It provides a more native feel by using two web views to accomplish a fixed titlebar. I may ad an optional 3rd view as a tabbar in a future version. Other than that, nothing fancy here, just a basic starting point.
