I carefully reviewed a private draft that was called 7402-bis. As one
of the HIP IANA experts, I have decided this work is only an update to
7402, not a full bis document and there is no justification to replicate
the whole of 7402.
Per "old authors" discussions in the IETF123 Plenary session, I reached
out to my co-authors of 7402 (who really did the heavy lifting at that
time). They are in agreement with this approach and I have updated
their contact information.
So this is an UPDATE to RFC7402, Appendix B. The basic BEET processing
is untouched so no HIP implementations need change. By separating BEET
from within 7402, we have added content for use of BEET by IPsec.
This is an initial draft. I am not confident I have organized the
figures properly, but they are an exact copy of what is in 7402,
Appendix B. I will review this and make any need adjustments in the
next version of the draft.

Abstract:
This document is an update to the Bound End-to-End Tunnel (BEET) mode
for ESP in as described in [RFC7402]. It brings the description in
alignment with the addition of BEET mode for IKEv2 without any
processing changes as described in [RFC7402]
