Please do adopt this document. While I realize that it was felt to be
imperfect during the discussions at IETF 123, the general concept needs to be
addressed and this is as good a starting place as we have. I can only assume
the lack of responses to Tero's announcement is due to things getting buried in
the accumulated emails that arrived during end-of-summer vacations.
