The registries within the IANA section outline the values linked to the AfRD, which serve as input for deriving all SCHC Rules. However, at the IKE level, there is no involvement of SCHC; we focus solely on the negotiation of the AfRD. Diet-ESP will utilize these AfRG to derive the compression and decompression of the ESP packets. This compression is articulated through SCHC rules in the Diet-ESP document. These SCHC rules are completely derived from the AfRD and, in certain instances, involve specific CDA. As far as I remember, we do not generate specific CDA in SCHC. We might be using the term CDA somewhat loosely, as these AfRG also indicate how a field or a group of fields is compressed or decompressed. For example, the "DSCP CDA Value Registry" includes the following potential values: not_compressed, lower, and sa. These are the potential values for the AfRD dscp_cda. These values are also utilized to compress other fields such as ECN and Flow Label, and so on, but these are not CDA as defined by SCHC.
