Yesterday I was able to able to chat with an external user and everything seemed to be 
working fine (except for the external user
not being able to see the status of those on the public list)

Now when I try to send a IM to the external user or if the external user tries to send 
a message to me (on the inside of our
firewall) the message gets stuck in the log directory on the IM server and won't 
deliver to the user until the logout and log back
in. Then they get a message saying that they received a message while offline.

What gives with this?

Not so.  It can be a Member Server.  You just have to point it to a Domain
Controller.  You have to be careful to specify the username as
"user@localhost".  Ipswitch IM will attempt to resolve the name through DNS,
so make sure that your IM server has a DNS record.

Is the server you installed Ipswitch IM on a domain controller? It needs to
be for authentication to the domain.
