I think that in general this is actually new function, 
and is likely to be covered in DNA.

It may be worth talking about whether router
solicitations sent to the unicast address of the
router need to be delayed in the same fashion though.
(since there is no chance of response implosion, if
a unicast response.  multicast could still have
the MIN_DELAY_BETWEEN_RAS).

At this time (based on discussion on DNA list) it may be
useful to have an RS only transmitted to one of
the routers.

It is unclear how well this is supported by existing
routers, or if it is intended that hosts can solicit
only their favourite router.

If it is already supported by routers, is it worth
clarifying the capability in 2461bis.

There is no mention of unicast RS in RFC2461, and 
no strict requirement listed for multicast.
