Exactly, and that can be done without MUSTs and SHOULDs.

On the other hand, even without the normative keywords, we have to
remember that procurement agencies do make up lists of MUSTs. So we
have to use language that is precise but expresses common sense,
to avoid pointless procurement requirements.
