All,

the 01 version was largely restructured, so that it serves as an update 
statement to the RFC 3484. The 00 version was rather a list of considerations 
related to RFC 3484 update.

We had long discussion before about several issues, such as longest matching 
algorithm. In my understanding, we could not reach a consensus at that time. 
Those unconcluded issues were moved to the appendix part in this version.
