WG,

This version of the document has gotten some changes due to IESG
discussion. The changes that has been applied of significance are:

- Clarification on the relation to regular UDP and UDP-Lite and when
zero UDP makes sense. (Section 2.4 + some other places)

- Discussion of what a protocol designer needs to consider when dealing
with router fast path implementations.

- A security issue with the previous bullet.

- Various tweaking of some formulations.

I recommend that anyone interest to review the new version.
