Yes. You do not need to compile in 64-bit mode to use 64-bit BARs. Provided that the BIOS assigns an address below 4GB (i.e. within 32-bit address space), then a 64-bit BAR can still be used from within a 32-bit binary such as the BIOS version of iPXE.
