I wonder if it could be a pirate, very professional sounding for a pirate though and it had that "Russian station sound". I was wondering, as there are a lot of Russians in the Puget Sound area. 1590-Seattle broadcasts in Russian. But if a Puget Sound Pirate, I am sure someone would have reported it by now.
