Allen, I had a look at the RTBF website and at 21:07 UT, they're airing a romantic French song program so indeed, what you heard could fit with Niger. When I heard the African sounding music along with the French talk it had me thinking that it probably was not Belgium. I have heard Belgium before and it had sounded quite different than this as you had mentioned.
