An English station got the biggest plum on the tree when it (CKGM 990) was  
allowed to move to 690, a former French service frequency. I would think 
that  you would almost have to grant an application on ex-English 940 to a 
French  service given this fact. The awarding of 990 to French is probably to 
balance  services. In the end you still have two of the three (690, 940 and 
990)  frequencies with French services and one with English. Just speculation 
on  my part.
