Probably? It definately does. If the tower is "cut" for 1/4 wave at 1370... that means its probably just under 200 feet.
1/4 wave for 720 would be like twice the height at 1370.. that will absolutely have an effect on the signal. If they had a true 1/4 wave for 720, you'd probably hear them better.
