If the DSN Radio mentioned at the bottom of the website is who i think it is, I know these folks.. and actually worked for them at another radio station... a licensed commercial outlet.
I'd like to believe this is a part 15 station, the owner had a whole article on Part 15 radio on one of his websites and to be completely honest, it wouldnt surprise me/I wouldn't put it past him to stretch the truth about being #1 or stretch the truth about being legal.
