I'm not sure what source you use for TIS calls, but FCC lists a different call for Strongsville.
The woman is a different station and there's a highway mention. I can't make out the complete calls. Things might be easier if you could record so people can listen to it with both ears. I'd suspect something in PA. I'll get back into the TIS fun on 1640 when I aim an antenna back east in early Nov. I've logged Strongsville here as well as something from PA with WKSH on back in the spring. I hope you got in on SSS to the west with some terrific signal levels.
