About a year ago I also had a scheduled power outage. There are several other buildings in the apartment complex and I don't know if the power to any of them was turned off.
I expected almost all of the noise on the AM broadcast and HF bands to disappear. My HF antenna is an indoor wire. Like Brian I was disappointed at how much was still there. It was significantly better. Some of the noise must be coming from quite a distance. The whole story might be inappropriately long for this list but if anyone is interested they can read about it in this http://vidxer.blogspot.ca/2014/03/not-my-noise-sources.html post on my still-under-construction hobby blog.
