I have an idea for a new feature...
When a channel is +m, users who do not have +v or +o set may use the
command /rvoice #channel
This could then send a notice to the channel ops in some manner
Some tune-ables would be necessary, the ability to set a flood-limit so
a user cannot send more than x amount of requests per x timeframe.
