Those who keep silent about the problems are truely those who don't give a damn. It is our duty to question, criticise and argue with our governing body- to paraphrase Thomas Jefferson (i think...) It can only serve to spur on some action. We shouldn't give them a standing ovation just because they finally get around to doing the basics!
