Anyway I presume that once you send the letter before the 22nd you are ok? By that I mean it can arrive after the 22nd but as long as it was sent before the 22nd there is no problem? Some people raised that issue yesterday as they have not yet entered and were afraid that they would the Fed would not receive the letter before the 22nd.
