"<p>It looks like this is platform specific problem. .net is broken, on mono it
doesn't throw, but the number of converted characters is not reported
correctly.<br>The problem on .net can be traced back to index parameter of
DecoderFallbackBuffer.Fallback which does not follow specification.</p>"
