There's no reason for that, http://bugs.irssi.org is filled with bugs.
You didn't get the point. Releasing 0.8.10 => more users using new code => more bugs occur => more reported bugs => better 0.8.11 :-)
A priority would be to fix those bug before releasing in the first place!
Which may take another year... ;^)
It's been a really long time since last release, don't make users wait for next one for ages.
When the new site is ready, everything will be updated, fixed and more useful things added; including proper docs and info about release canidates.
