INFIGHTING HURTS TURKEY'S WAR AGAINST TERROR

LONDON [MENL] -- Turf wars between Turkish intelligence agencies have damaged the effectiveness of Ankara's campaign against Islamic insurgency groups.

A report said bureaucratic battles among the four Turkish counter-insurgency agencies have harmed intelligence-gathering and coordination in preventing insurgency attacks and capturing fugitives. The report by the London-based International Institute for Strategic Studies asserted that the bureaucratic wars stem from the differing alliances of the intelligence groups.

The report, entitled "Terror in Turkey: The problem of Intelligence-gathering," reviewed the four groups that focus on counter-insurgency operations. They are the National Intelligence Organization, known as MIT, responsible for all domestic and foreign threats and which reports to the prime minister.

The second group is the Security Directorate [SD], responsible for countering all criminal activity in urban areas and which reports to the Interior Ministry. The Gendarmerie Intelligence Organization, responsible for policing in rural areas, is accountable to the Interior Ministry but actually is aligned with the military. The fourth organization is military intelligence, which reports directly to the Turkish General Staff.
