Brother i think you did not gave the right information of punishment to that zani
According to the Surah noor ayet if zani is not married then 100 lashes and if he is married then he would be stone to death ok.
 
Secondly if the women also did by her own wish and will then she also will get same punishment. that is stoning to death.
 
This punishment is compulsory if this case comes to court of islam or in public it is known by all muslims. As it is shown in tv now whole world muslims know this news and its 100 percent must to execute this man as  it is compulsory in islam if we are muslims.
 
Thirdly Nikah is Halal work and Zina is haram work One who did Zina (haram) that does not break any Halal work or relation as here one must always understand that the father in law is mahram and he did zina with this lady forcebly so According to Hadeeth by Prophet SAWS No Hala or Jayez relation will break by Haram work, these fatwa giving people dont have authentic proof of what they say, just they are thinking physically if any man rape any girl does that mean he is know the husband of that lady if even that lady is his sister or any other mahram relation, If any one spread humors without authentic proof then he is a big sinner and he will be put in Jahannam for proof see below the ayet and details on this verification issue.
As in this issue she is still wife of that man whom she got married and that zani will have to be get punished by law if there is no shariah law then being muslim one must do what is sunnah if your emaan is very low then think that in your mind this work is very bad and forget it.
Imagine if it happened it with your sisters or with your daughters then this question would not arise who will punish this zani.
 
Follow the right path of Prophet SAWS and not madhab which has been created after the prophet if you dont get answer from Quran and Hadees then see these ulama fatwa or there saying if you do this then you will get all the answers for the question arises in your mind.

VERIFICATION


Shaykh Saalih al-Fawzaan - hafidahullaah - relates:
"Allaah - the Majestic, the Most High - orders us to verify any news that reaches us concerning a group or party from amongst the Muslims, when an evil news reaches us which necessitates fighting or opposing this group. Allaah - the Mighty, the Most High - orders us not be hasty and rush into this affair, until we have verified the matter. Allaah - the Most Perfect - said:

"O you who believe! When a wicked person comes to you with some news, ascertain and verify it, less you harm someone in ignorance and then afterwards regret for what you have done." [Soorah al-Hujuraat 49:6]

Meaning: If some news reaches you about a group or party from amongst the people, concerning an action that they have done and which deserves to be fought against, then do not be hasty about the matter, nor announce war against them, nor attack them - until you have verified the authenticity of the report."1

Imaam Muslim relates in his Saheeh (no.5):
Abu Hurayrah radiallaahu 'anhu relates that the Prophet sallaahu 'alayhi wa sallam said: "It is enough to render a man a liar that he relates everything he hears."

Shaykh 'Alee Hasan al-Halabee said:
"The daa'ee (caller) must be careful in everything, particularly with regards to what he hears from people, or what he reads in books. So it is an obligation upon him to check and verify everything which reaches his ears or eyes, before spreading it and circulating it amongst the people. His carefulness will be increased with regards two cases: Firstly, when what is being conveyed to him is connected to the Deen and the Sharee'ah, such as something being quoted as a hadeeth, or a fiqh ruling, and its like. Secondly, If someone reports something bad about a person, or an evil word from someone. He must check it correctness, carefully find out the reality and what is correct, and not hasten to transmit it and add it to the stream of news!"2

In fact, the father in-law is a "Zani" and he should be punished with 100 lashes [not sixty] and the girl too with the same amount of lashes if she consented to her abuse {Ref: Verse # 2 of Al-Noor]. She will immediately cease to be the wife of her husband. Later on after passing the Iddah of four months and ten days, she could marry her old father-in-law or anyone else as after sustaining her share of 100 lashes, she would have become as pure as any thing could be. Punishment is their repentance and "Hadud" in Islam are to purify the sinner or sinners as the case would have been so that he or she does not face its consequences in Akhirah.. 
 
But there is another big question: who will administer this judgement and carry out this execution? Only a court of Shariah of the Islamic State could  deliver the judgement and have managed its execution under its jurisdiction. It is missing. Till that time both will be separated and repent for whole of their life and only Allah knows the consequences.
