TAIPEI (Taiwan News) -- U.S. think tank Council on Foreign Relations
released its 2019 Preventive Priorities Survey on Dec. 17, which lists
Chinese cyberwarfare and potential conflict across the Taiwan Strait as
top tier possible crises.
The report states threats to the U.S. homeland have been consistently
ranked among top-tier concerns, but this is the first time potential
conflict between China and the U.S. over Taiwan has entered the survey
results.
While the threat of future terrorist attacks regularly tops the list,
cyberattacks on U.S. networks have been an increasing concern over recent
years. Sensitive information from over 22 million people was compromised
after a Chinese state-sponsored hack on the U.S. government database in
2014. Russia also gained access to Pentagon computers in the run-up to the
2016 presidential elections via a Twitter hack.
While a possible cyberattack is listed as a "Tier I" concern for 2019,
implying a high impact but moderate likelihood, conflict over Taiwan is
listed as a Tier II crisis, which suggests a lower likelihood of
occurrence.
