Dear Bhutta sahib and ISPAK member,

The current QOS condition on STM1 imposes a symmetric model of connectivity
while the nature of Internet traffic is Asymmetric. This QOS is great if you
are running voice service and it will promote the use of voice rather than
data. This could result in further loss of revenue to PTCL and raise the
price of Internet for the user. While it is a  good idea but the method of
imposing is not right. There are tens of ISPs all over the country and those
ISPs stand to loose if they don't provide good service. Unlike a mobile
phone connection where a customer has invested in the telephone set and
relies heavily on the phone number, there is no such barrier with your
Internet Service provider. I believe that the QOS issue is best left with
the market forces. With the lowering of tariff, more bandwidth will be
subscribed by the ISPs resulting in better service for the users at lower
prices; however, with the QOS imposed on the ISPs, it may serve to limit the
smaller ISPs and raise the price of Internet for the consumer. A healthy and
fair competition will automatically result in growth of Internet in the
country. As it already has.

I suggest an open and fair competition for all.
