Has anyone matched the policy issued by the PTCL with what you guys are
debating?

I agree with you on all points but would like to add a couple of points .

a) Private Peering arrangements can be of different nature and thus
sometimes static
routing gives additional control . We should not argue on this point and
make the policy
flexible enough to accomodate most situations .

b) Peering and Media

PTCL must allow the use of Non-Exchange pairs for local exchange peering ;
this will
make the peering more meshed , economical and not to mention provide an
alternative to
PTCL DXX . Additonally , the policy should be clear on use of private media
.
