Don't know if you've got this one fixed yet, but It looks like for some reason the Event Collector is holding it's control channel open and not allowing the Server Sensor to reconnect.
I would try stopping the issDaemon service on the Event Collector and the Server Sensor. Then start the issDaemon service on the Server Sensor and the Event Collector. This should let them re-establish communication.
