Ed,

This is a long filename thing. Have you hardened your NT OS? Specifically, 
have you set the registry key that stops NTFS autocreating 8.3 filenames? 
There is a bug in REGSVR32.EXE that stops DLLS with long filenames from 
registering in HKCR.
If this is not the case for you, change your installation directory to 
something short, like RS32CON.
