You can install a second instance of the console GUI only (no Event Collector, no Asset Database, no Enterprise Database) and import and print from the policy editor there. Or you should (I haven't tried this myself yet) be able to copy policyeditor.exe to another machine and fire that up, import the policy and print. Or you can open any .policy file in notepad.exe or wordpad.exe and print it out. This is the raw policy though.
