Yes, you are correct. But why is a database server required for an
application? I don't need SQL8 or SQL2000 to run other applications that
supply data to tables created in SQL. It just seems ISS is making scanning
platforms more vulnerable by requiring a database server to be installed.

SQL 8 is the same thing as SQL 2000.  If you already have SQL 2000 just make
sure it has service pack 3 and you're set.  If you don't have access to SQL,
then you can download MSDE free from Microsoft.

Does anyone know why MSDE is required for the application to run? I keep
getting the error "MSDE/SQL 8 or greater required for Internet Scanner
installation." I think I know what MSDE is, but why is it needed to run the
scanner? Access was not needed to run the scanner, only to edit the tables.
I can't imagine putting MSDE or SQL on all my scanner laptops (we do
traveling audits) with the myrid vulnerabilities associated with them. A
patch nightmare will ensue because ALL SQL patches are needed for MSDE.
