I have not had issues with XPU23 on any unix platform (hp,aix,solaris, or linux). Init1 fails on windows servers due to something wrong with the modemchecks. If you make all 3 checks in that checkgroup, then the scan completes. I believe ISS is working on this for the next XPU

A functional 'workaround' is to copy all the checks from Initial1 thru Initial6 into a single policy; name it something like usr_Initial1-6.
