    Description:     (was: Releasing the memory in the maintenance thread is 
insufficient because 
1) the default wake up time is 30sec, which is too long and 
2) there's some overhead that we can't even free. 

Although the mem tracker is already tracking all the mem usage by tcmalloc, we 
still see cases where the RSS memory exceed mem-limit. This leads to excessive 
swapping.

One potential fix is to move away from tcmalloc.)
