Description: With the addition of the create privilege, having create at
the database level allows describe on all tables. (was: With the addition of
the create privilege, having create at the database level allows "show tables"
to list all tables. This is not correct. CREATE is a special privilege in
this regard as having CREATE on a table is not supported. )
Summary: CREATE privilege on database should not allow describing
