When debugging a recent failure on test_scanners_fuzz.py, I noticed that the
log output in the junitxml does not include the logging of the random seed.
This information is essential for reproducing an issue on this test, because it
is randomized. There is a log statement:

LOG.info("Using random seed %d", random_seed){noformat}
However, this is not in the output. It may be that the log level excludes INFO
logging from output.
In tests/conftest.py, we configure the logging at the INFO level:

logging.basicConfig(level=logging.INFO, format=LOG_FORMAT){noformat}
So, I think we intended to be logging at the INFO level, but it doesn't seem to
be happening.
