Summary: ParseQueryOptions() cannot parse the value of some query
options

We found that
[ParseQueryOptions()|https://github.com/apache/impala/blob/master/be/src/service/query-options.cc#L1223-L1246]
could not parse the value of some query options, e.g.,
'{{{}ENABLED_RUNTIME_FILTER_TYPES{}}}', which has been extended to a set in
IMPALA-10898, if the value contains commas, e.g., "{{{}BLOOM,MIN_MAX{}}}".
This issue could also be reproduced if we use Impala shell to connect to the
Impala server via the beeswax protocol.
