Summary: Run some HDFS minicluster-only tests with Ozone

The SkipIfNotHdfsMinicluster guard restricts some minicluster-specific tests to
only run with an HDFS minicluster. Many of these likely work (or can be made to
work) with Ozone as well. Update the guard to allow HDFS or Ozone, and update
tests to work with Ozone.
