Summary: Safety enhancement for codegen cache in OPTIMAL mode

The optimal mode of the codegen cache uses the hashcode and the length
combination as the key, it could have a collision issue, to enhance the safety
of reusing the codegen functions from the cache in optimal mode, we can add a
check to make sure the arguments and return type of the cached functions are as
expected.
