bin/bootstrap_system.sh has code for Redhat 7 / Ubuntu 16 / 18 that can be
removed now that those have been dropped. There are also some idiosyncrasies
around bootstrap for ARM that are no longer necessary. We should drop this as
part of Impala 5.
