IMPALA-13574: Calcite Planner: Enable straight join hint
Enable the straight join feature within Calcite.
If the straight join keyword is found, it will avoid doing join
optimization on any joins within that query and all of its
subqueries.
Testing for this commit will be done in the Impala test
framework once it is enabled.
