IMPALA-15294: Update RangerRESTClient for Jersey 2.x
CDP Ranger moved from Jersey 1.x to 2.x. That changed the
RangerRESTClient interface to return a javax WebTarget instead of a
jersey WebResource. Hence we update calls for the new interface in
AuthorizationTestBase.java.
