When you start a replication backup, the first thing that happens is to sync
the data.
If you don't wait for the replication to sync you should see this message. you
can't do failover while the server is synchronizing.
I will close this JIRA for two reasons:
- first it seems a non issue.
- if that still an issue, like a spurious message caused by a bug, devs will
need a way to replicate this anyways, hence I'm closing this, ok?
Feel free to open if you provide more information or a way to replicate it.
