[~michael.andre.pearce], can you identify any meaningful differences between
your test-case which doesn't fail as expected with duplicate client-id and
org.apache.activemq.artemis.tests.integration.jms.client.ConnectionTest#testSetSameIdToDifferentConnections
which does?
